Validate a tic-tac-toe board state

Given a tic-tac-toe board in the middle or at the end of a game, decide whether it could have been reached by legal play: X moves first, players alternate, and nobody moves after someone has won. The interview version extends the classic board, so write the checks (move counts, wins for each player, who must have moved last) so they generalize to a larger board.
