Sticky load balancer for long-lived connections

Simulate a load balancer that routes long-lived WebSocket connections to several Jupyter servers. Process a sequence of requests such as CONNECT, DISCONNECT and SHUTDOWN: place each new connection on a server, keep a user's connections sticky to the server they are on, free capacity on disconnect, and handle the connections of a server that shuts down. The task has five parts, each adding a rule, in 60 minutes.
