Repair a multi-rule rate limiter in a Django app

You get a deployed Django service (Python, with a pytest suite) whose rate limiter enforces several sliding-window rules at once, and it misbehaves. Find and fix the bugs so each rule keeps its own window, a request is counted atomically against all rules, memory stays bounded, and the limiter stays correct under concurrent requests. The work comes in a few guided steps over about 75 minutes.
