Order queries to minimize total completion time

Each query is given as an interval [start, end], and processing it takes end - start time. One worker runs the queries one at a time with no gaps, all available from time 0. A query's completion time is when it finishes. Return the query indices in the order that minimizes the sum of completion times (ties by smaller index), and explain why running the shortest first is optimal.
