Move rows between tasks and sum each task

Each task owns a set of rows, and every row carries an integer value. Support adding a row to a task, deleting a row, moving a row (same id and value) from one task to another, and returning the sum of a task's rows. A task that has no rows, or was never seen, sums to 0. Keep each operation fast.
