Longest common prefix between numbers of two arrays

You get two arrays of positive integers. Over every pair made of one number from each array, find the longest run of leading decimal digits the two numbers share, and return its length (0 if no pair even shares a first digit). Avoid comparing every pair: store all digit prefixes of one array in a set or trie and probe with the other.
