Idempotent request handling with idempotency keys

Implement a request handler that uses client-supplied idempotency keys so that retrying the same request returns the original result instead of doing the work twice. Handle two copies arriving at once, a request that fails midway, a key reused with a different body, and expiry of stored keys. Only the title of this report was public.
