Design a control plane that tracks hosts and assigns jobs

Design a central service that knows the live state of many compute hosts and hands jobs to them. Focus on how hosts and the service talk (heartbeats, push versus pull), where state is stored and which database fits, and what happens when hosts or the service fail.
